Hi Arun Kumar it could be associated with Wilt Disease of Sugarcane click on green link to read and know about control and measure but mostly there is no chemical control of this disease just control the insect like shoot borer root borer and give fostyle almonium+copper oxychloride mix in flood thanks for visiting plantix community

It looks more like a termite / animal damage. A close inspection should help identify the cause.
