As per your sent image and explanation - I suspect, it might be Stem Rot of Rice or Rice Sheath Blight Click on green links for knowing symptoms and taking control measures from Plantix library. Ashok Parida I think it's sheath blight u should spray from buttom to upper by validamyci Hexaconazole Fusinazole Azoxystrobin +tebuconazole

Dear Ashok Parida it is due to sheath blight so go for spraying of Fluxapyroxad 6.25% + Epoxiconazole 6.25% EC(fender)gor best control
