Please refer the attachment. The leaves are very short and growth is stopped. Is this disease or nutrition issue? I am looking for any solution in organic method without any chemicals

Does anyone know what this disease or pests has affected the pomegranate and the best possible chemical treatment to be given to heal this issue. I have fungicides / pesticides / insecticides available to use but please advice what this is and which treatment is best suited for this issue.
The leaves of the pomegranate tree is wilting and falling off the branches. The leaves turn yellow and have small black spots on the leaves. Most leaves have fallen off the tree and the pomegranates are very small and hardened skin with cuts and the skin is coated with white powder. The pomegranate tree doesn't bear much fruits unlike the beginning when the tree was small. This has been like this for a year and a half.

It's sevearly effected bySooty Mold . Clear of debris and dries leaves stems etc. from the plant. Click on green link for control measures. Thank you visit again. Provide sufficient quantity of well decomposed FYM and mix well with soil for getting good strength in plants. Thank you visit again.
