Hi Pranshu Raghuwanshi. I am not sure, but it looks like Thrips effect. Click on green link for checking symptoms and taking control measures from Plantix library. You can also create a "Cultivation Tips" for okra in Plantix. It provides you information on how to optimize your crop production.

Suresh Gollar sir is neem oil 1500ppm spray effective on thrips
