What is this disease and how to control it? I'm an organic farmer and have used different organic pesticides to control this, but it's not fully out

Okra that is affected by pest which has shot hole like appearance.
Above mentioned plant is suffering from ceases, give the remedies.
My organic Bhindi is affected with this fruit borer insect. I have already sprayed Triple Neem (Alert Biotech Product) for two times in 10 days of interval, but it's not solving the problem. Also it is affected with leaf borer insect. Please help.

Premjith Hs Do the application of cypermathrine to kill the adults of this caterpiller . You can also control them using Light Trap as well as sex pheramones trap .
