This can be the mango malformation... If the seedling is small and cut down the twings or branches which is infected. Beacuse it might cause problem in other healthy branches. Then spray it with NAA in amount of 300 ppm ...

This is malformations.you can use datura, neem leaves.you can use captan in 0.1 %
