I could see black spots which are in size of coriander seeds and when I remove them with hand I could see small white/ brown particles inside it. It's just like as iglu structure

These insects are mealy bugs.If is in your home garden just rub it with alcohol soaked cotton or high speed water spray.After that spray Neem oil as preventive measure.But if it is commercial spray Acetamiprid.
