Please upload photo of other side of leaf. It can be currant blister aphid or mite. In the case of aphids, you can see them on the underside of leaf in the blisters.

Hi Frank welcome to plantix community. it's almost looking like Grape tomato gall ( tumid gall) any other opinion?
