Hi Bhaskar V. Better to send direct field pictures. But as per this image, I suspect - its showing Leaf Reddening of Cotton . Click on green link for knowing symptoms and taking control measures from Plantix library. Due to heavy rains, - open trenches in and around the field to drain out excessive water from the field. Also use fertilizer calculater, crop Advisory and see all tasks sections available here on Plantix home page to increase your crop productivity.
