Hi Raj look for Downy Mildew use difenoconazole+azoxystrobin for control here is one question is this was the one plant in whole field?

Hi Raj . Your sent image is not clear. On zooming, it looks like Leaf Miner Flies , Cotton Leafhopper Jassids and Alternaria Leaf Spot of Cotton . Click on green links given here for checking symptoms and taking control measures at your end.
