Hi Thoiba Ningthoujam ! Your pic is of fully damaged plant... So no clear idea of pest from it. However, in Manipur cabbage plants have heavy infestation ofAphid and Mealybug . For details you can press the links for consulting Plantix library. These pests can be managed by use of liquid detergent 5ml per lit of water as spray. This plant could be most possibilities of being associated with at it's vegetative phase Cabbage Moth or Tobacco Caterpillar. Due to massive multiple attacks and overlapping generations of insect proliferation, the leaf damages have been a distorted appearance. Thank you
