Lokesh Venkat Pawar. We had the same problem.. It is caused by Tuta Absoluta.. Sprayed all the possible chemical but of no use. But then we identified it is caused by Tuta ( known as pinworm) , tried with spinospectum ( sold by Dow chemicals as Deligate. 0.9 ml per ltr along with 10000 Ppm Neem oil 2 ml per ltr ( adding wetting agent is recommended).

Then after a week in new bulbs problem disappeared. Hope this helps. Always pheromones traps is recommended along with chemical spray
