Hi Yellaswamy. Sent image is not clear and dull. Though on zooming, I think it's as Bacterial Panicle Blight and Rice Bug . Click on green links for checking symptoms and taking control measures from Plantix library.

We are suggesting to rice farmers that during booting stage spraying of dicofol or oberon + tilt (propiconazol)or saaf (carbendism+mancozeb) to prevent the attack of panicle mite or fungal pathogens....
