Dear Gokulnath It looks like bacterial blight. The plants are more prone for bacterial blight when you use more of urea , making the plants more succulent and prone for diseases. Hence always apply balanced recommend dose of fertilisers. Spray 0.5 gms Streptocycline AND 3 gms copper oxychloride in one litre of water to control bacterial blight. About 200 litres of spray solution may be required per acre. Please take care to use proper concentration of pesticides and also mix pesticides with water outside the sprayer equipment for better results. Good luck
