Hi Senthil Kumar whats is the age of this seedling. It looks like potassium deficiency, but it may not common at this stage. Please monitor the plants for any pests also.

Is it fungal infection. Inquired in local fertilizer shop. They asked to spray SAAF

Dear Senthil Kumar It is bacterial blight. Spray 0.5 gms Streptocycline AND 3 gms copper oxychloride in one litre of water. About 200 litres of spray solution may be required per acre. Good luck
