Hi Venkatesh B. Pictures is not clear and closer one. Though check Rice Hispa and Stem Rot of Rice by clicking on green link for knowing symptoms and taking control measures from Plantix library. Dear Venkatesh B It is affected by rice hispa and root / stem rot. To control rice hispa , spray Quinolphos 2 ml in one litre of water. To control foot / stem rot , spray any ONE of the following fungicides. Carbandazim. 1 gm OR Propiconazole. 1 ml OR Hexaconazole. 2 ml in one litre of water. About 200 litres of spray solution may be required per acre. Good luck.
