it is the attack of Rice bug... attack of rice bug is Common in milky stage of Rice. So, keep the field and bunds free of weeds and grasses. Organic method to prevent the attack of this bug is, Spray Ipomea leaf extract (100 gram/ 1 Litr of water) Neem based chemical- Spray Azadirchtin (10ml/1Ltr of water) Spraying Time :before 9.00am or after 3.00pm

Hi Mihir Bhakta. Symptoms are closer to Bacterial Panicle Blight but not sure. Click on green link for checking symptoms and taking control measures from Plantix library.
