Identify the Insect which outbreaks in rice field.

variety: MTU1156 Direct sown rice. 30 DAS The size of the bug is 0.2mm(adult) which make me feels like it's not Rice Hespa. The image uploaded was not detailed but it's like colony. or something like newly hatched bug's that can move or fly.
