Vutoori Satheesh it seems to be Bacterial Blight of Rice for details please click the link. Better to use copperoxychloride rather than monocchrotophos or insecticide. Thanks for visiting plantix community.

Agree with Dr. V Pandey sir coppor oxychloride is best for bacterial disease or go for "serenade" bayer that is fungicide and bactericide
