Dear Santanu Roy , this is bacterial blight of rice. It affects the yield drastically. To control the disease , give balanced dose of fertilisers , as use of excessive nitrogen(urea) makes the plants susceptible to the disease. Please also give sufficient quantity of phosphorus and potash as it increases resistance to the disease. Also take up immediately spraying of antibiotics like Streptocycline + tetracycline .

Suresh Gollar sir, it is not zink deficiency, because I tested some effected leaves in water, bacteria was present.other disease symptoms was present.

Dear Santanu Roy , how did you test leaves in water for bacteria. When the rice leaves are affected by bacteria, the lower surface of the leaf gives out watery ooze. This can be clearely observed in the initial phases of infection

Dear Santanu Roy , if water gets dirty when you soak leaf in water , it is due to the dirt present on leaf . Bacteria is so small that you can not observe with bare eyes . Bacteria can be observed only under microscope or by culturing them in agar agar media
