Check at the base if you find damages of Brown Planthopper. This symptom is occuring mostly at this growth stage due to bph. This should not be a stage of potash deficiency vinay. It should not be Blight too, because blight don't start from tip, rather from margins of the leaf blade. If hopper sucks, leave tip withers.
