Hi Mahadev, False Smut should be like these pictures. only the affected grains show galls of fungal spores.

Dear Mahadev, It's Panicle blight because, only 3 grains are undergone Sooty Mold secondary infestation. Remaining grains are still expressing clear symptoms of Bacterial Panicle Blight
