Sir pomegranate me kabhi bhi anar nhi jamta hai r iske leaves bhi mude hue hai isme phool ata hi nhi h aur tree bahut hi hara bara hai but no flower and no fruit

There are black spots on the pomegranates leading us to think its anthracnose or black spot disease. All infected fruits have also melay bugs on them with black spots on fruit surface where melaybugs are. Is this melaybug problem or fungal disease?

Sir Pattipati Narasimha Rao normal leaves new ane ke liye and fruit and flower ke liye any chemical or fertilizer name to be used and how much quantity of chemical should be used please tell.
