Yep. Phytopthora. Sorry. But there is no saving it. Tear it out and destroy it asap. Get any debris away from other plants. The only way to deal with this pathogen is pretty much prevention and soil pastuerization.

This is grim. The only solution is potassium phosphite, a phosphite fungicide. But, I would also recommend if it is only a few plants, to remove and burn like Kathy says. Not worth risking. Please do some research on it, you will probably decide it is not worth the risk to save. Cut your loss.
