Even though the plant looks healthy, the flowers are turning brown and falling off. I do not see bacteria on leaves and I actually sprayed neem oil too. Tried mixing Epsom salt with water and watered normally too.

This is happening because your flowers are not getting pollinated. I had the same problem too, what I did was use a small tuli to gently just brush inside of the flowers when they are fully bloomed to pollinate them. Try this process hopefully this will work.
