Why there is no growth in the mango plant

It has been four years and there is no proper growth in grafted mango plants as there is black spots in the leaves and behind the leaves there is white substance in the leafs Please give a solution to this thank you

Thanks you sir for your response I will look into it Sir there are some bent leaves in the first picture can you what would have caused deficiency or is it a disease. Thank you

Hi Stewart upper leaves are curled due to high temperature and direct sunlight exposure.
