Leaves becoming brown like burnt from top no new growth even after one year of transplanting

From last 2 months this plant is not growing I could see the small black ants on the plant and when I dig around the plant I see some white insects on its roots. I have poured the surf water into the roots 15 ago but no improvement. It will grow or not. What I should do for the plant . Please suggest some home treatment because I live long distance from the city or any market.
More coming leaves are looks like and there is no flower
Like a burning leaves and fell down leaves... Only end of branches

apply potassium and flood propanconazole along with chloropyriphos.
