Hi! it looks like mealybug Orthezia. To control this pest, you could remove the most attacked leaves and spray neem oil.

Dear Ram Sridharan another control measure is fastening of alkathene sheet (400 gauge)/grease band of 25 cm wide afterwards mud plastering of trunk at 30 cm above the ground.
