Hi Rushikesh Patil Karpe . It looks like Mealybug . Let's click on green link for checking symptoms and taking control measures. It might also associated with and your maize crop effected by leaf eating caterpillars and beetles. Control measures: Take up spray Neem oil to control this pest too.

Go for the insecticide called DELEGATE by Pioneer. It's supposed to be very effective
