Yes, looks like white flies, a simple way to control is, make a mixture of 1 litre of water + 1 teaspoon of nirma like detergent soap + 1 teaspoon of any vegetabke oil, mix very well and soak the affected plant and leaves compleyely from both sides. Reoeat for another day or two.
