Hi Hendrik Nieuwenhuis. It seems to be like Citrus Thrips . Click on green link for checking symptoms and taking control measures from Plantix library. Also need to apply good amount of Farm Yard manure or Vermicompost or any compost once in 6 months along with recommended dosage of fertilizers of your area. Or you can also use fertilizer calculater available here on home page of Plantix to get good growth. Normally citrus plant starts its flowering and fruiting better 3 to 5 years depending upon root stock used for planting and its maintenance. Try well and take care of your plant please.
