Citrus.. why is this happening? and what to do?

All the new leafs are becoming like this and it's not growing.

This looks like damage from swallowtail butterfly caterpillars. The butterflies are beautiful but the caterpillars will devour your citrus trees. I've attached a pic of what they look like.
