Most of the flowers (about 95%) of my lemon tree don't have the female part in it and therefore they just drop out without pollinating. What's the problem here?

The tree is planted in roof. Gets enough sunlight everyday. I planted it 3 years ago and recently there is just 1 lemon in the tree. But it had tons of flowers since last year but no fruit at all. What should I do to solve this matter?
