Asalaam u alikum.. can anybody explain it to me what type of problem this is in my evergreen plant and what is the best solution to control it?

This problem firstly seems white dotted and then generally it spreads all over the leaves and effects every part of the plant leaves

Vijay is correct though, please check if you find any creatures like Mealybug that are busy also for crawling so slowly. Just check under the white woolly structures, then you can easily find the tinny living mealybugs, pls ck my picture to compare the morphology of the bug. If you don't find any bug, then treat only just for Powdery Mildew. So, you need only to treat with Mancozeb. If you find also the bug, you need to dislodge by horticultural oil, then treat with any contact poison like chloropyriphos or Cypermethrin.
