Hi, it's Anthracnose of Citrus  fungus desease click on the link below to figure out more about this problem and how can you strive behind it 

it's lemon anthrax, carbandazim, fungicide to be administered but it may be late, early was better. quantity as per manufacturer instructions written on packing.
