Remove weeds from the field, keep area near the crops clean. Take foliar Spray of fungicide Contof 25 ml or Folicure 20 ml with water soluble NPK 13:40:13 50 gm per 15 litr of water. Organic treatment include spray of filtered buttermilk 50 ml per 15 litr of water with deshi cow Gomutra 20 ml per 15 litr of water.

Hi Manu . I think both symptoms are existing. Already severity increased. Better to go chemical control measures as said in above green link.
