What is causing Anna apple leaves to look like the image I uploaded?

Anna apple not producing, little to no growth and all but the newest leaves end up looking like this image. There is an obvious wooly aphid problem as well. Could they be causing this or is it something else?

thanks for the reply and based on the options in this app that would seem the closestbut afternoon research online and looking at my tremors thoroughly I really don't think it matches.
