Dear Ankit Yadav It seems the soil condition for cotton growth is not proper , like high water table , poor drainage etc. The water table may also rise due to a condition where neighbor farmer might have planted paddy etc. Due to this condition , plant will not develop proper roots and not able to absorb required nutrients. This disease is called TIRAK. There is no remedy for this except to provide proper drainage. Good luck
